STATEMENT OF PURPOSE
In high school, I was very susceptible and fond of discussing social matters and political
issues with my classmates. Even under the hard pressure of preparational work for college
entrance exams, I was frequently engrossed in reading my extra-currlcular favorites :
Philosophy, Literature and Arts. At the same time, I developed further my leadership skills as
a staff member of our school's student council.
After graduating from my high school with honors, I continued my education in college.
I entered the Department of Public Administration at Hapdong University in Seoul in 1988
During my undergraduate years, I had a wide ranging concern both for my major studies and my extra-curricular activities. I endeavored to set a solid academic background in my major field.
My major academic attention was paid to the areas of Public Law, including Administrative
Law and Labor Law, As well, I enlarged my insight through attending lectures on Political
Science, Economics and Sociology. Thanks to my earnest effort, I was awarded a merit
scholarship several times during my college years. In the meantime, I joined the Hapdong
Broadcasting Club to improve my understanding of Mass Communications, which exerts an
increasing influence on modern society.
I completed my undergraduate work in Public Administration in 1992 and subsequently
entered the Graduate School of Public Administration at Hapdong University. My decision to
do graduate work in Public Policy and Administration was largely motivated by the advice of
Professor Min-Su Park, who obtained his doctoral degree from your university In 1977.
On my part, I found that the study of Public Policy and Administration would enable me to make a more concrete contribution to Korea society That is, I realized that mere interpretation and application of law or public policies, which were already decided on by the National Assembly of Korea, have limitations In mating practical contribution to our society.
During the first year of my graduate studies, in recognition of my competence and academic
enthusiasm, I was assigned to work as a teaching assistant in my department.
Later, as a research assistant at the Research Institute of Public Administration, Graduate School of Hapdong University, 1 had chances to participate in several research projects.
Meanwhile, for my academic progress, I attended lectures and seminars on Public Administration, Policy Science, Political Science, Finance and Economics, while training myself to gain a high proficiency in quantitative analysis for Administration and Policy as well as in case studies in Public Policy.
I received my Master's Degree in Public Administration with an outstanding scholastic
record In 1994. My Master's thesis, entitled " A Study of Hierarchic Bureaucrats'Cognition of
Labor-Management Relations Act" , was evaluated to be excellent.
Now, I have decided to pursue my advanced studies at your school which has a world-wide
reputation for excellence both in theoretical and practical training. During my graduate
studies, deepened my understanding of analytical methods for Public Policy, Public Administration, Micro-Economics and Macro-Economics.
Policy Science, Which is closely related to Public Economy, Public Administration and
Political Science, occupies a concrete academic area nowadays, in spite of its short history.
However, there are few research workers In this field in Korea, and rigorous research into this field has not been conducted. Due to a lack of specialists in this field, the various policies
made by Korean Government leave much room for improvement from the formulation stage
to their implementation and evaluation stages
Since the 1970's, our country has successfully achieved rapid economic growth by putting
the larger firms first and, thereby, we became one of the fastest growing countries as a member of NICS . However, such overemphasis on rapid growth inevitably resulted in many problems in terms of the social equity of distribution.
Since the 1980's, Korea confronted many serious social problems including a poor rural
economy and increasing labor-management disputes . Accordingly, we are now in urgent
need of specialists, particularly, in social and welfare-related policies, Such policies are
essentially related to economic ones , and need to be formulated, implemented, and analyzed
on the basis of quantitative methods as well as qualitative ones. For this reason, I preferred
your program's emphasis on the development of analytic skills.
With regard to my further study at your university, I think that my background in Public
Administration will be very helpful to my advanced studies with you. My graduate records will assure you of my earnest accomplishment of study in your school, In addition, I have a
good command of English and French as well as considerable mathematical and statistical skills
My research plan at your university will be basically along this line. First, I plan to mine
the social, economic and financial policies related to human welfare in the U.S., which have
changed in accordance with the changes in the social structure of America.
Then, I will analyze them from both a quantitative and a normative point of view. on the basis of those analyses, 1 hope to present a long perspective on policy and public management orientation. I want to find a practical way of institutionalizing the establishment of public policy for the problems which I suppose will arise in the post-industrial society of Korea.
For this, I wish to deepen my understanding of various issues In Policy Science and Public
Affairs. As well, I wish to take courses related to economic and financial policy and
knowledge of the methodology and philosophy in Public Policy and Administration, Quantitative Analysis for Public Policy, Decision-Making Theories, Politics Policy Process in the United States, Analysis and Evaluation of Public Policy, and the History of American Welfare Policy and Administration
My final degree objective is to obtain a Ph. D, degree in my field. After I finish my study, I will return to Korea. Here, I hope to cultivate competent policy-technocrats as a college
professor. At the same time, I hope to make a contribution to the academic development of
Policy Science and Public Administration. My ultimate goal in life is to contribute to the
improvement in the quality of human life through the advancement of proper policy.

STATEMENT OF PURPOSE
I graduated from the Department of Anthropology, Hapdong University in February 1994.1
would like to study Physical Anthropology further in your famous school. In college, I became aware of the diversity of cultures and social systems. Going a step forward, this keen awareness of such diversity and the university of cultures has given me new perspectives on the nature of humanity The more I learned about the cultural aspects of human societies, the more I became interested in the human physical characteristics which have made not only such diversity but also the university possible.
My interest was intensified by such lectures on "Human Evolution" and "Ecological
Anthropology" in College. Now, I have finally discovered that what I really want to study
through the whole of my life Is Physical Anthropology.
Since my college days, I have spent a great deal of time in asking myself such questions as these, "What is the meaning of the physical adaptability in relation to a rapidly changing man-made environment and in relation to the highly-developed cultural devices for such an
environment?" "What is the power of the human physical characteristics which determined to
continue my studies at your graduate school?"
At your school, I shall take the overall introductory courses on Physical Anthropology and
then move to more profound study in Human Genetics, Physiology, and Human Adaptability.
My specific interests are human groups'acquired or inherited susceptibility and/or resistance
to certain acquired or inherited diseases, in relation to a rapidly changing man-made environment, over-populated metropolises and human behavior related to transmitting infectious diseases.
After finishing my studies up to a Ph. D. course in Physical Anthropology, 1 would like to
devote myself to both research activities and teaching activities back in Korea.
